    two words: unchecked development. Good article to get a sense of the level of development that is plaguing Nayarit. This "growth" comes at the expense of the environment, public access to beaches, authentic culture, etc. with little to no government regulation. The silver lining: word on the street says that construction suppliers are refusing to dole out new supplies, because developers aren't paying their bills. that's not a good sign.
